1999 Exemplary Systems in Government AwardsURISA announced and recognized the winners of its 1999 Exemplary Systems in Government (ESIG) awards during the opening ceremony in August of URISA '99 in Chicago. The awards recognize exceptional achievements in the application of information technology that has improved the delivery and quality of government services. The category of operations automation systems highlights a system that automates a specific set of operations or functions, resulting in improved efficiencies, productivity, or cost-effective service. The award was presented to the City of San Diego SWIMpen Field Computing System. The Sewer/Water Infrastructure Management System (SWIM) is a powerful, computerized maintenance management system used for maintaining the water and wastewater facilities in the City of San Diego, California. The core of the system is SWIMpen. Since mid-1997, the water and wastewater departments have been providing all of their field maintenance crews and office staff with the tools to schedule and record all work activity, locate the appropriate asset, and make any and all necessary changes to their digital maps using ArcView GIS, MapObjects, and ArcInfo (Richard Hammett, MIS section manager, City of San Diego Water and Metropolitan Wastewater departments). In the category of corporate systems (i.e., a governmentwide information system that provides access to comprehensive data for a number of functions with widespread improvements in the manner in which government pursues its work) the winner was the Oakland County enterprise geographic information system, which utilizes Esri software as the County-wide choice (R. Scott Oppmann, GIS utility supervisor, Oakland County Information Technology, Pontiac, Michigan). In the category of national spatial data infrastructure/data partnerships, the ESIG is awarded for a system that advances or contributes to the National Spatial Data Infrastructure. This category includes data sharing projects, bulletin boards, contributions to FGDC standards development, and implementation or community networking. The winner was Land Information System, Tasmania (LIST). Data is stored centrally in an Oracle8 database. Spatial data is stored using Esri's ArcSDE (Spatial Database Engine), which provides a seamless approach to storing vector data.
