ArcGIS foundational user type
The Creator user type is a foundational user type. Every subscription requires at least one foundational user type to activate the subscription and administer members and content.
Dependent user types
Once you select a Creator user type to administer your subscription, you can add a variety of dependent user types. The features available in the extension will vary based on the dependent user type license. Administrators and GIS managers can add these to distribute appropriate licenses based on their team's mapping and design needs.
ArcGIS Maps for Adobe Creative Cloud can be used with on-premise or cloud based ArcGIS Enterprise deployments.

Mapmakers with varying skillsets ranging from professional cartographers to graphic designers can benefit from using a GIS as a part of the map design process. ArcGIS Maps for Adobe Creative Cloud is available at multiple license options. Depending on your mapping and design needs, choose a license level and user type that works best for you and your team. Once you have acquired the license based on your needs, you can use your ArcGIS user account to activate the plug-in. If you don’t have the plug-in software installed, download and install it first. Unfortunately, this is not permitted. Each user name is intended for a single user only. If multiple people will use ArcGIS Maps for Adobe Creative Cloud in your company, then all users must have their own account.

What does "requires foundational user type" mean?
User types provide a flexible way for people to license the capabilities and apps they need to do their work in ArcGIS Online or ArcGIS Enterprise.
Every subscription requires at least one foundational user type to activate and administer ArcGIS Online or ArcGIS Enterprise. Creator and GIS Professional are foundational user types.
All dependent user types (Viewer, Editor, and Mobile Worker) must be purchased with at least one foundational user type or added to an existing organization. Dependent user types rely on a foundational user type to activate and administer ArcGIS Online or ArcGIS Enterprise.
Add a foundational user type
Creator: Purchasing the Creator user type helps users get started with ArcGIS Online. Create maps, perform spatial analyses, and share results with stakeholders in a variety of ready-to-use apps.
GIS Professional: The GIS Professional user type includes ArcGIS Pro, the world's leading GIS software, and full access to ArcGIS Online.
