Mecklenburg County, North Carolina, Makes Mapping Easy, User Friendly

Mecklenburg County, North Carolina, demanded more from its parcel mapping solution. The County sought a solution that would enhance its mapping functionality and improve work flow.

"We wanted to move away from the basic functionality of maintaining a parcel database to a true parcel maintenance solution," says Karen Isley, information systems consultant to Mecklenburg County.

"At the same time, we needed to make sure we provided an easy to follow, user-friendly, step-by-step process to the mappers in our County."

In seeking a new parcel maintenance solution, Mecklenburg County focused on the Business processes required to maintain the integrity of its parcel database. To build the new solution, the County analyzed and defined each individual step necessary to complete a transaction on the database. With these results, the County created highly customized work flows, including a checklist that is now used by each mapping professional to update the database.

To manage its mapping and work flow requirements, Mecklenburg County selected ArcGIS, the geodatabase, and Parcel Editor from Esri-Canada Business Partner NovaLIS Technologies. With these solutions, Mecklenburg County found a consistent way to completely control its processes for map maintenance.

Mecklenburg was able to build its own Business process menus for end users. The county configured unique work flow processes by using Parcel Editor's Workflow Palette Manager to integrate its mapping functions with their own tools and off-the-shelf functions in ArcGIS.

Mecklenburg County's chosen solution enables the County to enhance functionality and work flow, while maintaining fundamental Business processes.

"As part of our overall Business processes, we realized how much we depend on COGO functions in maintaining our maps," says Isley. "Initially, we were not convinced that we would be able to continue using our COGO functions with ArcGIS. By working with NovaLIS we were able to continue using the COGO spreadsheet for data input.

"With ArcGIS, the geodatabase, and Parcel Editor, we found the best combination of core functionality, customized tools, and work flow capabilities to meet our diverse requirements."
