Napa County’s GIS Leap for Property Mapping and Assessments
Nestled in Northern California and world-renowned for its vineyards and scenic landscapes, Napa County is more than just a wine destination—it’s also home to a forward-thinking assessor’s office committed to modernizing how property data is managed.
The office is responsible for keeping property records accurate and up to date so that assessments are fair and meet California law. To meet these demands and improve how parcels and property information are managed, Napa County transitioned from a legacy computer-aided design (CAD) system to a geographic information system (GIS) powered by ArcGIS technology. This shift has enabled Napa County to streamline workflows, enhance data accuracy, and lay the groundwork for smarter, more collaborative public services.
From CAD to GIS: Overcoming Napa’s Outdated Technology
For years, Napa County relied on a traditional CAD system to manage property maps. While the system worked, it required manual, time-consuming workflows to update and maintain parcel boundaries. It also lacked the advanced spatial analysis tools and integration capabilities needed to support modern assessment practices, interdepartmental collaboration, and public engagement.
One of the county’s biggest challenges was keeping property maps accurate and current, especially to meet Section 215 of California’s Revenue and Taxation Code, which requires accurate and up-to-date property mapping. The limitations of the CAD system made it increasingly difficult to meet these standards efficiently.
To address these issues, Napa County teamed up with Esri partner Sidwell. Napa County chose Sidwell because of their expertise in data conversion, ArcGIS Pro migration, and system implementation. Sidwell also offered tailored training to ensure county staff could maximize GIS capabilities for more efficient and accurate property assessments.
Transforming Parcel Management with ArcGIS
To modernize parcel management and enhance efficiency, Napa County implemented a comprehensive GIS-based solution. It centered around implementing ArcGIS Pro and ArcGIS Parcel Fabric. These tools enabled the county to transition from static, legacy systems to a dynamic GIS environment.
One of the first steps in the transition was converting legacy assessor maps—previously stored as a mix of CAD and TIFF files—into a unified GIS format. This conversion not only centralized the data but also preserved critical annotation, which was carefully integrated into the new system to avoid redundancy and simplify editing processes. A customized geodatabase schema was also built to align with the assessor’s specific operational requirements.
Sidwell worked closely with Napa County’s GIS team to align workflows and data standards, ensuring a smooth transition and long-term sustainability. Static, image-based processes were replaced with efficient, GIS-enabled workflows that support real-time updates and spatial analysis. These improvements have made it significantly easier for the county to comply with mapping requirements under Section 215 of California’s Revenue and Taxation Code.
The new system was designed with scalability in mind, adhering to Esri’s best practices for parcel management. It also supports interdepartmental data sharing, paving the way for future integrations with other enterprise platforms. Looking ahead, this foundation has positioned Napa County to expand GIS capabilities to include features like change detection, mobile field operations, and public-facing mapping portals.

ArcGIS has reshaped how the Napa County Assessor’s Office manages property data—bringing new levels of precision, efficiency, and collaboration to their daily operations. With ArcGIS Pro, the team can analyze and update property information more accurately than ever before, while also working more seamlessly with other departments through a unified GIS platform.
One of the most immediate improvements has been time savings. Tasks that previously took hours in the legacy CAD system—such as updating property boundaries—are now completed much faster using ArcGIS Pro. That time savings translates directly into increased productivity and reduced error.

The assessor’s office is already planning to roll out internal GIS applications that will further streamline day-to-day operations and support advanced analysis for more nuanced property valuation and insight. Workflow refinement and standardization efforts are ongoing, with room to scale and expand. Teams are preparing mobile GIS capabilities to be activated as field-based needs evolve. Additionally, the county is exploring options for launching public mapping tools to boost transparency and community engagement.
