The Esri SeaPort-e team provides a wide range of capabilities both unique and complimentary to the overall effort. Each company provides well-qualified staff in their respective fields and possesses extensive experience supporting the Federal Government, and the SeaPort-e customers. Each organization’s strengths are described below:

Esri is a large business primarily focused on designing and developing the world’s leading geospatial information system (GIS) technology. Esri provides the technology used by the National Intelligence community and US Dept. of Defense as the common geospatial software platform for data management, analysis, and visualization of geospatial intelligence (GEOINT) and for integrating those capabilities with Command and Control and Intelligence systems. Esri technology provides an extensive set of geocentric and geoenabled functionality to the DoD enterprise, to include additional functionality for military analysis, overlays, sensors, logistics, and data. Esri’s ArcGIS platform supports the DoD’s standard mapping platform for C2 and Intelligence programs of record (PoR) and associated applications. The Esri enterprise platform provides a collection of software development components and end-user applications used to add geospatial functionality to meet Seaport-e customer needs and requirements. In support of our software platform, Esri offers a full range of consulting services including project design and planning, project management, GIS training, requirements analysis, database design, application design, and system configuration. Our services have been provided to the same customer list provided above. These services are available within the context of a complete project life cycle, or focused consulting support provided for a day or week at a time, to offer advice and guidance during key phases of a project.

Punctuate Systems
Punctuate Systems, Inc. (Punctuate) is a Service Disabled Veteran Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia. Founded in 2005, Punctuate’s core competency is process definition, management, and transformation through application of continuous improvement methodologies. Punctuate achieves positive outcomes for its clients through synthesis of this core competency with master data management, GIS, project & program management, business strategy development, business intelligence, and off-the-shelf technologies wherever possible. Punctuate Systems leveraging their key strengths and past performance within the logistics and supply chain for products, services, data and information, provides support to the Marine Corps Systems Command, Information Systems & Infrastructure (IS&I) Program office. An example of this is Punctuate’s support for the Navy/Marine Corps MCEITS enterprise system Product Manager (PdM). Punctuate’s work helped link and migrate all master schedule’s inner and outer dependences together on a Microsoft Project Server (MSPS) creating a comprehensive relationship between IS&I programs and the many Integrated Master Schedules (IMS) including business intelligence reporting. Punctuate Systems also supported the IS&I COTR with process and data improvement strategies.

Geographic Information Services
Geographic Information Services, Inc. (GISi) is a small location technology consulting firm that supports organizations, from local governments and federal agencies to private sector companies. GISi creates insight through location technology and deriving maximum value through implementation, management, application development, data, and training services. GISi has partnered with the United States Department of the Navy in executing diverse projects such as training, and ranges and facilities management since 1997. GISi demonstrates a comprehensive understanding and ability to deliver capabilities to meet the mission and business needs of the U.S. Navy. This includes, expertise in mapping interior spaces, CAD to GIS conversions, and integration with existing enterprise real property and facilities management systems, integration of legacy data, including legacy CAD data, legacy databases, and floor plans into their enterprise GIS system. GISi has been instrumental in helping architect, collect, maintain, aggregate, and distribute an enterprise GeoDatabase of the Navy’s worldwide real property assets. GISi supported reconciling this enterprise GIS data store with the enterprise real property system of record (iNFADS), helping the Navy account for their real property assets. GISi has been providing GIS solutions to the Military Training community for over a decade. GISi has supported the training and ranges community’s effect improvements in range planning, operations, management, and safety operations. Through this long-term engagement, GISi have developed a unique and comprehensive understanding of the systems and processes used by Navy and Marines Corps clients.

VSolvit is a SBA Certified 8(a)/Small Disadvantaged Business, 8(m)/Economically Disadvantaged (HUBZone) Woman Owned Small Business (WOSB) technology services provider. VSolvit specializes in geospatially enabling enterprises through the integration of GIS and Information Technology. The services offered by VSolvit include program management, system engineering, application development, and database integration. VSolvit has provided support to the U.S. Department of Agriculture (USDA), Department of Defense (DOD), and Metropolitan Planning Organizations (MPO). In addition, VSolvit has supported the Navy’s Ship Defense and Expeditionary Warfare Department (S-Department) at the Naval Surface Warfare Center in Port Hueneme, California. VSolvit personnel on this contract will perform software engineering, development and modelling and simulation tasks.

Lynker Technologies, LLC (Lynker) is a HUBZone certified small business and recognized leader in planning, architecting, implementing and supporting enterprise IT solutions for the federal government. Lynker specializes in professional, scientific and technical services that combine scientific expertise with mature, results-driven processes and tools to achieve technically-sound, cost-effective solutions in geospatial, information technology, hydrology, resource management, conservation, and management and business process improvement. Lynker has a proven core competency in delivering cost effective high-quality enterprise-level projects and successfully managing the requisite support personnel. Lynker’s PMP certified project managers have over a combined 100 years of experience in program and project management in government services providing capabilities which include: Big Data Solutions, GIS Software Development, Mobile Applications, and Program & Portfolio Management, as well as specialized skillsets that include complex geospatial modeling and simulation, Independent Verification and Validation (IV&V) and testing and evaluation (T&E), Big Data mining and visualization, IT security, user support, and cloud solutions. Lynker is at the forefront of some of the most advanced and high-profile government programs, including support for the Nautical Charts System II (NCS-II) modernization effort and IT program and project management for the NOAA’s National Ocean Service and Office of Coastal Survey (OCS); and our outstanding scientific research-to-operations (RTO) simulation and modeling support for NOAA’s Office of Hydrology and Hydrometeorology (OHD).

Orca Maritime, Inc. is a Service Disabled Veteran Owned Small Business (SDVOSB) established by two retired Navy Explosive Ordnance Disposal experts with extensive experience in underwater operations, including mine warfare, diving, and sonar mapping. Recognizing that there are a number of vulnerabilities to any seaport, Orca Maritime supports mitigating these risks, establishing the standard for underwater maritime domain awareness and improving port security and safety. Orca Maritime deploys man portable autonomous underwater vehicles (AUVs), vessel-towed and mounted sensors, inspection class remotely operated vehicles (ROVs), diving equipment and processing and GIS software to form geospatially-accurate, high-resolution underwater images, maps and models. Orca Maritime provides support to SSC Pacific Intelligence, Surveillance, Reconnaissance, and Information Operations (ISR/IO) providing Maritime Systems Engineering Competency in project execution as the Unmanned Underwater Vehicle (UUV) subject matter experts in the areas of project execution; strategic planning; presentation development. Orca Maritime also provides test plan documentation; test procedure documentation; test result documentation; concepts development; research; development; architecture; and overall product (hardware and documentation) and quality assessments for the UUV competency within the SSC PAC Autonomous Systems Competency Group.

APEX Expert Solutions LLC (APEX) is a Veteran Owned Small Business bridging the capability gap between sensor and exploitation in the developing fields of intelligence, surveillance, and reconnaissance, geospatial analysis (GEOINT), and technical support services. APEX is on the analytical and operational frontlines providing GEOINT, full motion video, and other analytical and technology support services to numerous intelligence community and DoD sponsors. APEX, headquartered in Arlington VA, was established to tightly couple analysts, operators, and engineers to produce an unmatched level of problem-solving capacity for challenging situations. Spanning various intelligence, surveillance, and reconnaissance disciplines, including geospatial intelligence, signals intelligence, and human intelligence analysis, APEX analysts, trainers, and engineers work with USMC and US Army special operations mission partners to deliver novel analytical tactics, techniques, and procedures, relevant and modern training, and innovative technology solutions.

Metron Incorporated
Metron Incorporated (Metron) is a small business and scientific consulting company dedicated to solving challenging problems in national defense through the development and application of advanced mathematical methods. Problem solutions are realized in computer software with graphical interfaces that allow a user to understand and act on the results without having to comprehend the intricacies of the models themselves. Metron excels in statistical inference, operations research, physical modeling, and software development. Their success is evident with their recruiting and retaining the best talent available in the fields of applied mathematics, physics, and computer science. The company is organized into five divisions serving clients in the greater Washington, DC and San Diego, CA areas: Advanced Mathematics Applications (Virginia), Computing & Engineering Technologies for Unmanned Systems (Virginia), Systems & Analysis (Virginia), Operations Analysis & Simulation Sciences (California), Operations Research & Cyber Analysis (California). T3W Business Solutions Inc is an 8(a) Economically Disadvantaged Woman Owned Small Business supporting clients to develop strategies for optimizing their use of data, space and resources, resulting in maximum benefits: saving time and money. They continue to deliver quality data, analysis and communications to support Naval and USMC clients' daily facility operations, planning and environmental and safety compliance programs. Current and recent efforts relevant to Seaport-e include GIS Data management tasks in support of the NMCSD facility and the NAVFAC SW Geo-Readiness Center. Other clients include SSC Pacific, Command Navy Region Northwest, and NSA Crane.

Aerial Information Systems
Aerial Information Systems (AIS) is a Minority Woman Owned, full-service GIS production and environmental small business. Since 1974, AIS has been providing multidisciplinary databases for use in GIS, environmental and urban planning, and facilities management. AIS has a small but experienced staff dedicated to meeting and exceeding our clients' expectations. Staff expertise ranges across the disciplines of geography, geology, soil science, plant ecology, forestry, environmental studies, land planning, photointerpretation, field surveys, and computer science. AIS’s demonstrated success is evident by the large number of clients who have selected them repeatedly for their GIS database needs.
