Description:
CE Broadband Dashboard gives regulators public, regulator and operator portals for national broadband maps. Most national maps publish the coverage that operators declare, made with their own models, thresholds and geodata, which is hard to compare or to recompute when a figure is disputed. Here the regulator calculates coverage itself from the raw network data that operators submit, so the national baseline belongs to the regulator. The data arrives through CE Cell Data Hub, where every submission is validated and versioned. CE Server-Express then calculates coverage for each operator and technology, 2G to 5G, on one national grid and one set of geodata, with ITU-R and 3GPP models such as P.1546, P.452, P.2108 and TR 38.901. The authority can calibrate the models against drive-test measurements, and results are grouped into four quality classes per operator and technology. Indicators show the share of area, population and premises covered per administrative unit, and the same results for schools, hospitals, roads and railways. Gap analysis marks white, grey and underserved areas on a 100 m grid. On the public portal, visitors search an address or tap a hexagon to see the speed class per operator and technology, with planned upgrades, and file a complaint pinned to the location. The regulator portal adds cells, sites, planned towers and a review queue that forwards approved complaints to the operator. In the operator portal, each operator handles its complaints and submits planned towers by form or CSV. Every published figure comes from a versioned submission and a recorded calculation run, and coverage and gap layers are ArcGIS layers that ministry dashboards can use directly. The national communications regulator of Mozambique uses it and presented it with Cellular Expert at the Esri User Conference 2026, and the solution is being implemented in African country lots under the EU-ITU broadband-maps programme.
