Description:
CE Cell Data Hub collects, validates and versions the network data that operators submit to the regulator. A regulator that calculates coverage itself needs every operator's sites, cells and antennas in one structure and one geography, checked before they are used. Cell Data Hub is the collection and governance step in front of the calculation engine. Operators send data in one of two ways: as vendor exports from their network management systems, where the regulator has an agreement for direct feeds, or as a standardised CSV, Excel or XML template uploaded on their own portal, on the reporting cycle the regulator sets, typically quarterly. The regulator defines the data standard and Cell Data Hub enforces it. Each operator signs in to its own tenant and sees only its own submissions. Every submission is checked on arrival against validation rules: format and schema, data types, value ranges, mandatory fields, coordinates, duplicate identifiers and references to the antenna catalogue. Critical errors, such as a missing azimuth or an unknown antenna, block the record from modelling until it is corrected; non-critical ones are warnings the regulator may accept. The operator receives a report readable by people and by machines, and compliance is tracked per operator and cycle. Each accepted submission is stored as a new version in CE Inventory3D on PostgreSQL. Delta analysis lists new, changed and deleted cells and parameter changes against the previous version, and the operators' original files are kept for audit. An accepted submission starts the chain without manual steps: the national recalculation in CE Server-Express and the refresh of the CE Broadband Dashboard portals. Quarterly collection from all national operators has run for the national communications regulator of Mozambique since 2025, and the chain from Cell Data Hub to the public portal has been automated there since July 2026.
