CE Desktop RCP is an ArcGIS Pro extension for radio coverage planning from 10 kHz to 350 GHz. RCP (Radio Coverage Planner) is the coverage module of CE Desktop for ArcGIS Pro. Sites, cells, repeaters and radars are features in a workspace geodatabase, and every prediction is a GeoTIFF raster on the map, styled, analysed and printed like any other ArcGIS layer. Users include mobile operators, PMR and public safety networks (TETRA, APCO P25), utilities, regulators and defence. Each prediction reads a terrain model, clutter classes and clutter heights, from free global data down to 1 m city models. For every pixel the engine classifies the path as line of sight, obstructed by clutter or blocked, and applies the matching terms. CEC ITU-R 3GPP (100 MHz to 6 GHz) combines ITU-R P.525, P.526 and P.2108, with 3GPP TR 38.901 outdoor-to-indoor loss and ITU-R P.833 vegetation loss. The library also holds ITU-R P.452, P.1546, P.525 for mmWave, P.368 groundwave, UniMacro and CEC 3GPP TR Indoor. RF Prediction returns field strength and best-server rasters for up to five servers, C/I and C/A for 2G, and neighbour relations with overlap. For 4G and 5G it adds RSSI, RSRQ, RS-SINR, CQI and downlink and uplink throughput with cell load, with MIMO from 1x1 to 64x64. Calculate 3D stacks receiver heights into a voxel layer. Model Tuning fits coefficients and clutter losses to drive-test points. Optimal Site Positions maps how many target points a site at each pixel would cover, Visibility Prediction gives line of sight and minimum receiver height, Compare Predictions builds difference rasters for antenna, tilt or height changes, and Radar Prediction shows reach for a target cross-section. Objects come from templates or Excel and CSV imports, and antenna patterns import in Planet, Andrew and NSMA formats. The CE.pyt toolbox runs Quick RF, RF, Radar and Siren Sound Prediction as geoprocessing tools in ModelBuilder and ArcPy, and an optional NVIDIA GPU accelerates calculations. Licences are per workstation, annual or perpetual, activated by key exchange without a licence server. RCP shares its data model and engine with CE Server-Express and loads workspaces from it.
