Description:
CE DSA brings Cellular Expert radio planning to rugged laptops, tablets and vehicle computers that work offline. CE DSA (Dynamic Situational Awareness) is built on ArcGIS Maps SDK for .NET. It gives signal, electronic warfare and sensor teams the same propagation engine as CE Server-Express and CE Desktop for ArcGIS Pro, so a plan made at headquarters and a check made in the vehicle give the same answer. CE DSA Core runs on ArcGIS Enterprise. It takes in orthophoto, terrain and surface models, point clouds and tactical layers, versions them, controls who can see what, and cuts a mobile map package for each area of interest. CE DSA Mobile loads the packages from removable media or the intranet and runs every calculation on the device, with no connection to headquarters. When a link is available (4G/5G, Wi-Fi, tactical or satellite IP), it syncs edits and field results with CE Server-Express and downloads only the data that has changed. On the device an operator predicts field strength from any radio, draws a terrain profile with Fresnel clearance and a link budget, computes line of sight and minimum receiver height around an observer, estimates radar reach for a target cross-section, and ranks candidate positions by the points of interest they cover. Mesh nodes (vehicles, towers, dismounted teams) are moved on the map and every link is checked against the terrain again. The model library spans 10 kHz to 350 GHz, with ITU-R models such as P.452 and P.1546, and results are standard ArcGIS layers. At headquarters the same platform plans jamming and denial zones, HF skywave links (ITU-R P.533) and sensor layouts, and sends them to the field in the next package. CE DSA is designed for accredited and air-gapped networks: licences activate offline, the installer runs silently, and the software makes no external calls and sends no telemetry. Cellular Expert holds a NATO Facility Security Clearance. The CE REST API connects CE DSA to C2 systems.
